CPU Mining with bfgminer 3.6.0

I have bfgminer 3.6.0 running on a Win7 machine using only its CPU and it's working fine.  I'm trying to ge tthe same version to run on another Win7 machine also just for CPU mining but it's not working.  When I launch it, it tells me no devices available.  So why would it not use the CPU, an Intel i7?  I realize with the newer versions CPU support on windows has been removed, but 3.6.0 does work on one machine.  Why wouldn't it work on another?
