Electrum Wont Boot on Windows 8

Hi

New computer laptop for off line running Windows 8
Installed Electurm- Everything worked fine.
Laptop never hit the internet - no win updates either, brand new out of the box.

Reboot next day and electrum wont fire up?

Tried Run as Admin
Tried turning UAC Off
Tried Compatibility

Any suggestions, really feel stuck
