However, the arbitrary restrictions on new accounts means that I am relegated to this "Newbies" forum and unable to create the post in the proper sub-forum.

Apparently it is necessary to make a "substantial" post of several sentences to get over some artificial hump. If this is simply determined by the system via a length based milestone then it will not serve to increase the quality of discussion. It is quite simple for someone to make a vapid, useless post of several sentences. Unless a moderator is manually reading the content of new posters to flag them as capable contributors then the exercise is futile and only serves as an artificial hindrance on access to the community.

This is made more evident by the fact that this entire "must browse for 4 hours and have one or several posts of length X" requirement is easily circumvented by automation. If so, what is the purpose?

You made a very nice and long post and it looks like you made it over the hump. I also want to do the same. And continuing this discussion about a post containing several sentences. I just made 2 full ones and this is the 3rd. I am sure my post is not a waste, since the goal is to become a full member so I can  post something usefull in other sections too, not just use space here. I learn a lot here thru reading many posts and also get directed to other sites with important information.  Soon I will understand all with the help of others in this forum. Finally I hope I will not fall victim to any scammer, this is not an invitation!

You make a very good point it seems like quite a big headache to go around bypassing this. Automated tools could do this easily and legitimate people have to take ages to get verified and posted in this appropriate section. I feel a more aggressive Captcha and questions would prevent most spammers as I assume they all use automated software.

Anyway I'll keep posting till I'm able to post in the normal forums. Smiley ,
