I want this done in VB because then I have the ability to edit it as I need.

It starts with an SQL database that I am currently setting up through Godaddy (perhaps you can advise me if there is a better SQL host, I am having trouble accessing it remotely).
There will be a group of values assigned to each "user".

ex.
User 1      value1:       value2:         value3:       value4:

What I want is an executable file that the user opens up and displays on their desktop.
When they input their username, it will display these values in the window that match up to their username in the database.  It will update them constantly by maintaining communication with the SQL through their internet connection..

The only way for these values in the SQL database to change is for me to edit them as an administrator, with the exception of 1 value
 
I want this application so simple that a monkey can use it.

Does it have to be in Visual Basic ? (I'm asking because maybe you want the source to be in Visual Basic so that you can tweak it later)
if not, can I use C# ? Or if you want to I can even make it a web application.
my advise for your database is a VPS instead of godaddy. personally I use ramnode
