trying to reach around 20MH/s but I'm stuck on exactly what to go for, I'm thinking using r9 290's or maybe r9 270's not sure how much is the best bang for the buck :/ Any recommended rig specs to reach 20 MH/s?

290's or 280x's are the way to go.  280x get you the best bang for your buck but you'd need to build a few more systems to get equal hashpower. 

280x's will get ~700 kh/s on stock settings
290's will get ~ 850-900 (but generate far more heat)

290s require much more airflow and possibly water cooling to keep running for long periods of time.

R9 290s if you can tolerate the immense fan noise with 100% setting...that will keep them sufficiently cool, but will make your ears bleed Wink

12 rigs with r9 270s would be my way to go, not the 270x.  Each 270 will do about 420 khash which means each rig will do about 2mhash/s. Price per 270 is less then half of a 280x with the current market. Yes a 280x would be sweet, but they are just way overpriced right now.
