Has there been any proposals for mining fees to be adjusted via an auction style system?

Miners fee are as low as 0,0001 btc equal to 7-8 pennies atm

Miners broadcast the minimum Tx fee they will accept to mine a Tx. Reverse auction I suppose

No Satoshi mentioned a desire to implement this over fixed fees to Gavin around 2010. They never got around to it.
