Hash rate vs wu in cgminer

Can someone please help me here.  My cards are hashing at around 700 each and with a wu of around 650. Now which is the more important figure?  I dropped the intensity on one card as I test and the temp and hash rate dropped but the wu didn't.  So which is the magic figure to chase hash rate or wu?

What I mean is which should I configure my cards to :

1/.  As high a hash rate as I can get.

2/.  As high a wu figure and as low temp as possible


Which is the real indicator of how much work is being done by the card hash rate or wu rate?
