You need cgminer 3.7.2, first hit on google is your result, http://ck.kolivas.org/apps/cgminer/3.7/

It comes with good documentation to setup a config..

I need just best settings for cgminer from r9 290 owners.

Every system is different. This is what I'm running right now. Getting 840 per card at 86 degrees stable on a 3 card rig

That gets me a little over 800 Kh/s on stock clocks IIR.
