You've got a few options.
1) Ramp up those fans as high as they will go. 90-100% 2) Undervolt. VBE7 is your friend, and works wonderfully on those 280x BIOSs. 3) Take the cooler off and repaste it. This does NOT void your warranty, and guarantees it's not a physical problem. Verify that the fan spins freely. Some technical know-how required for this. 4) Make sure you've got plenty of airflow to the card. If it's in a case, try running it with the side of the case off. 5) Last resort, is to RMA it. It might be a dud card, but I doubt it.
