After btc-e was shut down following the arrest of Mr Vinnik for money laundering, the dev of the ZRcoin scam defending Mr Vinnik online, and the apparent connection of Mayzus to other scams, I really don't think it's the best time for Russian ICO's of any description. I get the feeling they're being closely watched.
