Tracking a cell phone without installing App

Do any cyphers or hackers out there know the best method of obtaining coordinates or relative location of a cell phone without installing software on the target phone?

The phone i'm looking for is not an iPhone.
Any help or advice is appreciated.

Android you can not find, perhaps only through the police, if you report the loss of the phone and they will track the location of your sim card
