No you don't. It was one post and a four hour wait but as of a few days ago those restrictions were lifted.

On my end I do have problems trying to reply I get the message that you posted less than 360 seconds ago

You have to wait 6 minutes before each post. Log-ins and attempted posts reset the timer. The time goes down the more activity you get. Mine is under 28 seconds now.
