5970 + CCC driver/APP issues?

Okay, so, I got two 5970's sitting in a rig.

Have them on windows, and I can get drivers installed to detect and mine with, but I want to be able to lower the clock on memory to cool the cards down since they don't need to be running full power like that.

I've tried 11.8, 11.7, 11.6, 11.5 and 11.8 and 11.6 were on fresh installs of windows cause I got frustrated. I click on CCC and mouse spins for a few seconds then nothing happens (MOM.exe, and MMLoadDri.exe whatever show up in processes). Outside of that, I'd use another tool but AMD Overdrive, ATI Tool, ATI GPU Clock whatever, and a few other tools either say no cards are in, or just crash or fail to load. I think MSI Afterburner loads, shows the card name, but all the options are greyed out at 0's.

I put up CGMiner a little bit ago and with flags on in the parameters nothing still works, I inspect them in the GPU section and they're reporting all off for autoclock and automemory, and when I go in the fan speed reports 0%, the memory says valid range is 0 - 0mhz...

Somewhere somethings not allowing access to the cards, whats up? D:

Well, they're seated good, cleaning didn't help, I even reinstalled windows from scratch, still didn't help. I discovered Trixx myself too, it reads temperature and voltage, but clock and memory are still greyed out or 0's and wont read or set. Been mining with GUIMiner and even tried CGminer which fails to hook the api too, reports 0 - 0 as teh range to be able to set the card. Right now I've throttled the cards down with a -s0.003 sleep in the GUIMiner params. It's frustrating because I don't know how to clean any more than a fresh install to prevent incompatabilities.

I mean I even tried to use LinuxCoin which I liked, especially that it had remote software set up and easy (which was my hangup about using windows on the miner machine in the first place since RDP is built in and easy for a windows machine to get to). It appeared I could set the clocks on Linux with the apps, but couldn't test mining as it doesn't like my new usb wifi dongle, and the drivers are something I'm unfamiliar with on Linux, it appeared I had to compile them on my own, but with it being a live-distro of linux, it didn't have a lot of the base packages, and I got most of them but theres so many errors still throwing up that I gave up and put back on windows for now to at least have it working as much as possible instead of offline.

I had tried a XFire on it when I first installed, and CCC opened once but the overclock settings were still locked even then, but at the same time with drivers installed the cards were not recognised for mining, rebooted without XFire and had no CCC working and immediately had cards working on mining with GUIMiner.

The bios, I don't know off hand, but the included tool cd said it was up to date when I threw it in on first install. I've went through the bios though and had done checks for any like internal BIOS software crossfire support since the motherboard has some kind of feature for it I thought I read on the box, nothing to note though inside.

Bridge does nothing, they still act as independant cards in windows for mining and in hardware management panel.

Memory and bios resets did nothing, and that other software isn't installed, I've patched some of the windows updates now, but even before that I tried with stock windows fresh format and install, straight to windows, downloaded the drivers and CCC, and it didn't want to work even then.

I haven't tried to launch the software in safe mode, but then wouldn't have drivers loaded so don't think that'd help or make a difference.

I mean I can understand software having issues with other stuff, but a clean install all in one package should be compatable with itself and work out of box for everyone.
