Imagine a master blockchain which simply exists to expand every 1 minute, and all the hashing power is dedicated to extending this blockchain.  The only data that gets encoded into this blockchain is the public key of the miner.

The miner who wins the block can then subsequently sign the next block on any chain (and claim the rewards and transaction fees from all coins simultaneously).

What do you think?
