Paxful still allows in-person cash trades and works similarly to LocalBitcoins; I've used their site many times over the years with few problems. You could also try looking for BTC ATMs in your area using a map like coinatmradar. Most of the ATMs accept cash and some of them don't require any sort of ID in my experience.
