I think it is very hard to find good developers to work for "bounty".
They probably have enough job, and They do not have a risky job how much will cost tokens when they try to sell it.
If you pay in Bitcoin or another respectable cryptocurrency it would be easier to find the right person

I don't know why there's a need to sign up for a google spreadsheet form if you are really interested for people to work under your team. I know its hard to find for those developers that agree to receive payment with your tokens.

Did you considered paying them with bitcoin or Ethereum? and you don't have to create a form just for them to leave a contact since nowadays when there are email addresses included it is being used for marketing purposes and sold for ICOs.

You can find those developers in freelancing crypto sites like xbtfreelancer.com
