Nobody in their right mind is going to sell Bitcoin for Paypal from Ethiopia (or any other country for that matter). I don't think you'll find what you're looking for here.
You can try LocalBitcoins.com, but nobody offers anything in ETB. The ones offering dollar transactions require online payment or WU.
