Why are so many bounty and airdrop scams able to enter in bitcointalk postings?

Preferably for bounty and airdrop should be checked from the moderator. As well as posting the bitcointalk users who must get the merit first to raise the rank. it has the potential to cultivate the world of crypto for better in the future, and make it easier for cloud users to follow bounty and airdrop.

How does the process of posting bounty be allowed to appear in the forum  

Is there no way to minimize the bounty or airdrop Scam

I think it is best and quite easy for the forum to counter scam airdrops easily
With thorough investigations amongst others

Regarding bounties , I guess ya quite hard if we can imagine the forum trusting bounty managers to reserve their reputation and don’t promote scam programs
