Since I don't know the code for whatever script you're using I can't give you any specifics, but there are a number of reasons why this might be happening.

#1. The most apparent one... It's possible that the shortener is shaving views, it can happen?
#2. Your script might be counting sent links rather than completed links?
#3. Your visitor might be using a "bad ip"?
#4. Your visitor might be using an adblocker?
#5. Maybe your visitor is using "incognito mode"?
#6. Maybe this particular shortener has some unconventional rules for counting views?
#7. Maybe the shortener is only counting unique views and you were hoping for it to count multiple views?

As I said, it's hard to give any specifics, but it could be any number of reasons why it's happening.
It's something I'm seeing as well as a faucet owner and I'm sure most, if not all faucet owners are experiencing to some degree.
This is one of the reasons to always include a fudge margin when you run your numbers. If you don't factor it in, you run a great risk of ending up in the red.

Don't just short links, ezLink them!

The script is familiar to me just like any other shorteners here.

There are several reasons here
1. If you click on the shortened link all over again without completing the captcha it will count even if its on the same ip you might try it and see for yourself.
>Visit your shortened link and then exit all over again and see the magic Smiley
2. There are no available advertisements on that country which I may see 1% only since some shortener uses adsense.
3. They are using adblockers.
