I have tried today for the whole day today and unable to make anything more than 7 GPU recognizable either in Ubuntu16.04/Windows10.

This sounds like a bad riser.

What version of windows? And what driver?
Windows 10 Pro, 64 bit and did all the latest system updates.
Also used the DDU to clean up the existing driver and reinstalled the latest driver from AMD.

I have a basic question,
  • can all the 13 GPUs be RX580/RX570 or only 7 and the rest of them could be NVidia cards?
I am planning to use only RX580/Rx570 (or RX480/RX487).
  • I see only 7 PCIe on the BIOS chipset configuration. Is that how it looks like? I changed it from AUTO to GEN1 but it did not help.

Also, the psu Corsair AX1200i. I did not have any problem running 7 GPU's with that.
But I noticed that the consumption showing in the kill-a-watt is 1400KWH. Is that normal?
For the 8th one, I was using the Corsair HX850i as secondary.

My best scenario is like this, 12 GPU RX 5xx 1300w on wall with PSU 1000+850/750 (1000w for 7 gpu + system and 750w for 5 gpu), 13 doable but 2 last card hashrate halved. Do not use that adrenaline drive, use 17.11.4 and don't forget to change mod from graphic to compute  for each card. At 1st, windows will only detect 7 but after you install driver it will show all your GPU. And you need to mod your GPU bios so you can get lower watt and higher hashrate. You can read at forum how to get it or maybe ask your friend to do it for you using teamviewer.

Thanks for the help. I will try that 17.11.4 and check again.

same problem, it seems that some slot work only if you have other slot filled, so you need to fill all 12-13

Make sure all of your PCI slots are set to Gen 1 in the BIOS.

Start with filling all of the black PCI-e slots first then move to filling the white ones.

this worked for me too but without gen 1 thing

Crazy motherboard. Had lot of tricking to get 7 cards working (1070) but can't get more. 7 got working by switching different cards to different slots and tried all the tricks mentioned here, too (black ones first, gen1 etc.) but now out of ideas what to do. BIOS just shows 7 and that's it although I have 12 GPUs. Send the MBO back and buy another one?

I know this is a super old post, but I ran across it and wanted to respond so it may help someone in the future. I hope you didn't send this mobo back because what you were seeing is completely normal. Starting at the "top" PCIex1 slot (closest to CPU), the PCIe slots are numbered like this:

                    [CPU]

PCIE1_1 (x1)
PCIE1 (x1)
PCIE2_1 (x1)
PCIE2 (x16) - LONG SLOT
PCIE3_1 (x1)
PCIE3 (x1)
PCIE4_1 (x1)
PCIE4 (x1)
PCIE5_1 (x1)
PCIE5 (x1)
PCIE6_1 (x1)
PCIE6 (x1)
PCIE7_1 (x1)

So there are 7 PCIe "lanes" and that's what you are seeing and controlling in the BIOS when it only allows you to only control the settings for PCIE 1-7.

You cant find this anywhere in manual but it works.

I am guessing one of your riser isn't working properly. Have you tried switching around your risers and see if the GPU # in the OS changes?
