It is not a hardfork nor it's official and most probably a scam. There have been quite a few numbers of posts made on reddit and other forums where people are claiming it to be a scam. So, it's better for you if you don't try to retrieve it for a small amount of money.

They are asking for XLM and offering their hard fork of Stellar which is Stellar Dolphin. Do not even try to send your coins to their address as they will try to get your private keys. Also they are allegedly using a ripped version of the account viewer which is very suspicious to say the least.

Stellar community has already identified it as a scam and it's better if you forget about it. They are just trying to hack into your wallets and steal your coins. So, better stay protected. Thanks for sharing it in the forum otherwise, I, myself might have fallen for it.
