Why dont you consider NEO? And why do you think that creating an ERC-20 token is expensive? I thought it is free.
And why do you want to create coin without investing any money? Who will use it and who will trust it?

You need to input some ETH to network when you create token on ETH. That's why it is expensive.
Also, I don't need any extra functionality since it is meant to be just a value asset. And since it will be backed up by real world asset there is no point to add extra weight to a coin with expensive development.

I did consider NEO, but it is similar to ETH -> expensive.
