normally it's not so hard to code, but it depends on faucet. ( you may want give coins based twits, facebook comments, ...)

It will be usually from 0.5 btc to 4 btc. It cost depending upon your design, layout, features.

If you have specific budget in mind, you need to plan according to it.

What reader I have to use to read PHP file to read myfaucet files?

About faucet I need it just should looks like simple page with dispense options and place for ads.
