well it crossed my mind... may be something related to these cards...
With Red Devil had no issues doing more that 1GPU, and didn’t have to do anything special to make it work..
What is weird, I tried 2 MoBo same issue with Gigabyte.. will try the MSI and might use the Gigabyte as single card rigs... (are already over the return period)..

I have 2 rigs running 3x RX580 Red Devil smoothly at 30 mhz.
Now building my 3rd rig with 2xRX580 Gigabyte and then will add 2xRX580 MSI.
When I plug the second card, rig boots ok, I can see both cards, starts mining, after few minutes 2nd card mem and temp show crazy numbers and that card stops hashing.
Each card runs ok separately on same rig, with same settings..
I tried different settings, switched cards order, even no settings at all.
Any ideas? Suggestions??
I asked mods to move this to alt coins.
Every gigabyte card I owned with one exception sucked.
I would return them.
Now I know you don’t want to hear or read that but I had about six models of gigabytes
And they would drop my Afterburner settings and go full power much the same as you describe
