But to your point about being appointed by Sergey can't find it found it on the Turkish feed but she is Pro Russian to my knowledge so doesn't make much sense from my perspective to appoint her.

• Russian language rights;
• Promoting Ukrainian relations with Russia.

After maidan events:

• Declaration of independence;
