The last character in the hash of that block will decide who has the winning Tickets. Tickets can win multiple times and prizes.

Got bored and wanted to see some action.  1st raffleception is up and running and will be followed by another raffleception at least... what happens next will be determined on how many main raffle tickets are taken.
