That is one of my questions.

Testnet seems to be getting spammed/stress tested/whatever. The transaction paid a 0.1BTC fee, but it's 7.5kb, so it's actual fee per byte isn't as high. I don't know how much the spam transactions are paying in fees, but they're probably higher than what that transaction paid.
