ICO Funding was the HOT thing back in 2017 but kinda fell off the cliff throughout 2018. This article showcases a few of the reasons why: https://cryptocoin.news/cryptocurrency/ico-funding-exploded-in-2018-but-fell-off-a-cliff-in-july-heres-why-19149/

Can you come up with more reasons why? Obvious ones are scams, the market fell and, perhaps, people just lost interest?

Just came back from crypto & ICO event in my country and must say to you that same event used to gather 10x time more people December last year. I have hardly seen 80 people from all the country VS 800 last year. Speakers came up to point that nowadays public sale won`t work - only private investment rounds and personal communications with interested persons.
All shows that interest of small investors over Internet to ICO is gone, partly because of BTC price, partly because of ICOs themselves that proven mostly to appear scams. And I have heard from the stage that even having 100 thousands for adverticement on Google & Facebook will not do its job.

We see too many ICO projects and more scams I think that is the main reason

Right now it seems so. That's all because majority of people see ICO only as a quick money making option.

There are a lot of ICOs that manage to raise the hard cap even now. I would call it far from hell
