Bounty Managers or not every member if this forum should be treated equally, so I do not see any valid reason why bounty Manager should have their merits restricted.

Looking at the link you shared, it is obvious that the account in question was awarded those merits based on the creation of the new rules a few days ago, but the same can be said for a lot of different users too who started to source for merits from people they know. Why should bounty hunters be treated differently.

I disagree that bounty managers should have their merits restricted.

Unfortunately, like any other merited post, you can't know for sure if the merit was given from the heart, because there was an outside-the-forums trade, because they are real life friends or an alt account.

If we started punishing people because we deem a merit point unworthy that'd open the Pandora box... Who is to decide which merit has been given fairly or not? How to distinguish it? There isn't any possible way to put this under clear rules, so it's better left untouched.

Perhaps merit is not just a way of identifying exceptional posts but a way of saying thank you for your great work. Some bounty managers are worth saying thank you to for their fast responses, protecting interests of bounty hunters, and ensuring token distribution. Instead of posting thanks, some prefer to give a merit point - is this against the rules?
