A little bit off topic, but what to do with newbies (former Jr.s) if they are keep sending PMs for some merits? (Merit begging).
Should we report them, or just leave them alone?
I think there are a lot of higher ranked members who receive these kind of PMs since the change

Your question isn't really clear to be honest. If you're asking if a newbie can:

• send a message : Yes, however, you can only send a message to those users who allow newbies to PM them
• receive a message : Yes, those users who allow newbies to PM them can send PM to newbies as well
• be banned for sending a message : Afaik, it depends on the message you sent, most likely you'll be banned for sending a phishing link or something like that
• be banned for receiving a message : No

@Lafu already shared the PM Limits above, but if ever anyone thought about the whitelisted limits (who are considered as whitelisted), check the quote below:

You are automatically whitelisted if you buy a copper membership. You don't need to wear the copper membership, just own it. You can also be whitelisted for free by any staff member and a few non-staff, but we're going to need some reason to think that you actually deserve it. Do not ask me for free whitelisting.

Whitelisting is a not a license to spam. You will be immediately banned if you're found spamming, even if you bought a copper membership (and you will not be refunded).
