Help balancing Lightning Network channels

I'm starting a brand new node and I'm trying to balance my LN channels but I can't find who connects with my node.

Lightning Conductor opens channel back to those who open a channel with at least 0.0025 BTC to them. Balancing a channel would mean that all of your channel funds were used up for routing payments. This would force you to reopen your channel if you wanted to continue using your channel safely.
