So it's not something that is tangible at all.
But I'll be looking for future deals in some exchange, the name is convincing and apparently this will be accepted here in several places.

According to some statistics, the total mobile subscriptions in 2020 will actually number 9.2 billion, or so. It is also estimated that 70% of the population, by that date, will be using a smartphone.

Additionally, you can use the application via the web interface which let you do quite a lot, such as creating posts or using the marketplace.

Regarding your question, largely that is correct. The initial idea was to avoid transactions that are less than 1 RALLY.
