What he had said you can sure see everyone in this forum, You can post here and advertise what you would like for investors to see here in the forum, I really think this forum site had been made to attract a number of people that would want to earn and make profit about bitcoin and other Cryptocurrencies, And I really think other social media for example Reddit had a various bitcoin enthusiast in their forum sites.

It's still not clear of what you're trying to achieve here. If you have a project or an ICO to launch and looking for investors then there is no better way to advertise your idea than bitcointalk.

Or you could make ads on news sites and blockexplorer where they have a lot of traffic, but It may cost you a lot of money and I doubt that's what you want for now.

Please clear more details about what you really are looking for. If you are into projects and investors then you may try to look at Project development. I used to see post that are looking for investors there so I think that's the "base" you are looking for.
