We are paying users for posting and rating, many crypto users who spent a lot time in crypto can easily identify the good and bad project,so those users can vote and help new investors and we are encouraging those users to vote by paying them for votes.
And there is restriction also, like if anyone tries to abuse the system for BTC then it will not work.
