you can also use it with CMD it does work with the newest version of windows that way . I use it with it CMD aka command prompt black screen the GUI part doesn't seems to work right with the April update 1803 .
find the dir it's in CD to it then use this line .
atiwinflash -f -p 0 your_bios_name .rom
atiwinflash -f -p 0 zero is the first GPU in the rig so to be safe i would only do one card at a time and unhook the others till you know more or are sure what to do . make sure the modded Bios is in the same dir as the atiwinflash.exe or it gives a error flashing the card with CMD.
This worked for me.

This works flawlessly. Just make sure you open CMD as an adminstrator so everything you run is as admin and it will work perfectly. Atiwinflash graphical kind of sucks because it doesn't give much information about devices and only shows 2 devices but running this with ONE device connected ensures there will be no mistakes as to what flash is going where.
USE THIS. Do not look past this post because if this doesn't work for you, you did one of the steps wrong or used the wrong flash. Opening CMD as administrator is a must.(you right click over cmd in cortana and tell it to run it as administrator).
I have NO idea why Windows up and decided to crap on the ATIWinFlash Utility with the latest version of windows THAT MS WILL force you to update to. I guess a shady driver it doesn't like without you running as absolute admin? In any case, it's a bit of a pain to unplug cards and shifting stuff around but it works and will not brick as long as you use the right rom.
Oh in my case, I flashed it in a full slot. No clue if a riser is any different but it shouldn't be as the riser has access to the same parts of the card for updating the rom as a full pcie slot does.
