Ok, tried to run in administrator mode the versions: 274, 271, 417, 411, 407, nothing works after the April update...  Undecided
Are you running it from an administrator command prompt, using the command line pasted a few posts above? It seems almost crazy that it works for some people and not for others?

you can also use it with CMD it does work with the newest version of windows that way . I use it with it CMD aka command prompt black screen the GUI part doesn't seems to work right with the April update 1803 .

find the dir it's in CD to it then use this line .

atiwinflash -f -p 0 your_bios_name .rom

atiwinflash -f -p 0 zero is the first GPU in the rig so to be safe i would only do one card at a time and unhook the others till you know more or are sure what to do . make sure the modded Bios is in the same dir as the atiwinflash.exe or it gives a error flashing the card with CMD.

This worked for me.
Updated three out of four AMD rigs to 1803 and was able to flash the RX 570's using Atiflash (opening command prompt in admin mode and flashing using command line).

This works flawlessly. Just make sure you open CMD as an adminstrator so everything you run is as admin and it will work perfectly. Atiwinflash graphical kind of sucks because it doesn't give much information about devices and only shows 2 devices but running this with ONE device connected ensures there will be no mistakes as to what flash is going where.

USE THIS. Do not look past this post because if this doesn't work for you, you did one of the steps wrong or used the wrong flash. Opening CMD as administrator is a must.(you right click over cmd in cortana and tell it to run it as administrator).

I have NO idea why Windows up and decided to crap on the ATIWinFlash Utility with the latest version of windows THAT MS WILL force you to update to. I guess a shady driver it doesn't like without you running as absolute admin? In any case, it's a bit of a pain to unplug cards and shifting stuff around but it works and will not brick as long as you use the right rom.

Oh in my case, I flashed it in a full slot. No clue if a riser is any different but it shouldn't be as the riser has access to the same parts of the card for updating the rom as a full pcie slot does.

There is another way to get around this problem that has worked for some people.

1) make sure you have your monitor attached to a non bios modded card
2) uninstall current AMD driver then reboot.  Windows will use generic driver for GPU.
3) run ATI Flash GUI and do whatever mods you want then reboot.
4) reinstall AMD driver reboot
5) run Pixel Patcher for newly modded cards and reboot

Modded cards should now be recognized by system and ready to go.

Windows 10 1803. AtiFlash 2.77 didn't work. No errors at start. But in the event viewer it's error on driver that AtiFlash use for work.
It's atidgllk.sys
On latest 1803 this driver can't be loaded by AtiFlash.
I have this error with that driver on Windows 7 64bit 7601 with AtiWinFlash 2.84.. And it hangs after the message that flashing is ok (sometimes it even doesn't appear). But! Somehow the flashing works! I just have to reboot via power or reset button. And just one time today it even didn't hang!!  Huh So, does it mean that this driver isn't needed to flash? I think I'll try AtiWinFlash 2.77 today..
Update: my bad, that is just a 32bit driver and thus is blocked.
