Not sure what you want to request here, you say you want any website and BTC as collateral or it should be the other way around you have a website as a collateral and you need BTC. Much better if you post a request on threads like one from Dark Star and Shasan. They are know lenders here and maybe interested with the collateral that you plan to use.

AKA wanting a fiat loan with crypto as collateral? First, could you provide a BTC address of where the btc are stored and signed a message with the address proving you are the owner of said address (and coins)? On top of that how much are you even looking to get? The problem with that is methods of sending/receiving fiat is usually easily to get reversed meaning if its done over something like paypal, you could pay the person back and then later claim it wasnt authorized. If its done via ACH, Wire, or something similar, it would be hard to dispute but still possible. There may be third parties that would allow one to send/receive fiat without the risk of dispute by verifying bank info (usually using a login method or sending two small deposits) thus providing a high possibility that you are the owner or an authorized person who have access to the account, but those services are usually strict and have high limitations (including country restrictions). Options in this case are usually limited outside of bank-to-bank transfer.
