How to determine if a payment is externally held:
1. Go to "
https://www.paypal.com/businessexp/money" and check if you have got any held payments listed under "External Hold".
2. If a payment is externally held, then that means they payment is held externally, i.e. by eBay or bank (i.e. even PayPal doesn't have the money yet), it might clear but if it's eBay related the only way to release the hold AFAIK is leveling up your eBay seller rating.
What causes "External Hold"?:
• I've been looking into it and I've been told by customers that the most probable cause actually might be new eBay seller accounts. The requirements for your eBay seller account to not be affected by this hold is as follows (doesn't need to fulfill all of these, just some):
90 days have passed since your first successful eBay sale.
You’ve completed more than 25 transactions on the site.
You’ve generated more than $250 in total sales.
Your seller status is Standard or above.
