Besides China, anyone know where to get replacement fans for said gpu?  Generic or oem. They are 95mmm

Try eBay.

Also gpus are not for mining btc.

So I asked for this to be moved to altcoin section.

Someone may be able to give you a better choice then eBay.

I have 2 different kind of xfx RX 580 cards ( one is RX-580P8DF for sure, cant check the another model number right now )  , both are using 90mm hard swap-able cooling fan made by xfx.

cards with a non swap-able 95mm cooling fan i would suggest "inRobert" aftermarket cooling fan set for your xfx RX 580 cards

If you a kind of tech savvy person, you might can do a easy repair on your vga cards cooling fans , there is some great how to guide on youtube

Also consider your rx 580 cards probably still under warranty, in my experience with xfx customer support ( USA ) is a 8-12 days turn around time for cooling fan replacement. You might can talk to them ,and they going to send you a free replacement cooling fans , after you registered the card under your name,  and provided the purchase invoice.
