Is Self moderated thread not allowed in Meta ?

Is Self moderated threads are not allowed in Meta?
Or is there any criteria that need to be full filled for creating it, or I am simply just experiencing some bug?

Not allowed. Not even in Auction too if I can remember correctly. At the evry beginning it was allowed, not sure though but later for avoiding any kind of issue, meta and auction were skipped, afaik.
Here is an old thread here M. Zakir claimed Scam accusation too. I didn't check though.
