Total cost will be about 2.5 euro. As skrill has a minimum cost settled. They will charge 0.6 USD for either it is 1$ or 40$. Probably Op is not aware about the fee but he might manage if cant manage by any other currency.

Yes it is a lot for 1€ transaction but it could be same if it was 30 euro. As transaction fee of 30 euro is same of 1 euro.
