https://secure.bingads.microsoft.com/signup -If you are already a Bing advertiser, Sign up for a new account. Make sure to add a new credit/Debit card that has not been used in another Bing ads account. Bing allows up to two or three accounts for an advertiser. Anything more, i believe you will get automatically banned.
-On the pop-up window, select add a Payment Method. Add your brand new credit card information there.
Make sure that your billing address is same as the address in file on your card issuer or financial institution.
-Enter your Payment Method and click Save.
-Now click the Account List tab.
-Click on Account Number, enter your promotion code and click Save.
