It's possible with an airdrop from the same ICO, that's why ICOs make several airdrops before the launching, we can't say it's free because they are giving away the coins, but since the coins don't have value at that point then we can say it's free

The two above users are right because bounty and airdrop are the means which most new project owners used to increased their social media followers but since your own situation was to pay after raising some funds.
 I will advice you to do a crypto challenge whereby participants will be ask to follow all your social account and have the highest chance of winning some certain fund if have the highest referrals which I believe you'll get the followers you needed and the funds will  be ready before the challenge end.
