This is an old fake-exchange-scammer-story and they try to convince you to deposit a specific amount first, before you can withdraw your winnings.
Especially newbies, dont let the greed disable your brain... :-D
If anyone ask for prior opposite then obviously it's an scam attempt.
When something is too good to be truth then it is a misdirection.
Asking for deposit before withdrawing is very old trick but I still see people are losing their money caught up with this trick. I hope someday there will be enough awareness.
