This only works if you are solo-mining.
If you are mining in a pool, the pool-operator is constructing the block.

However, if you are solo-mining simply include the transaction into your block when calculating it.

You can include your own transactions in a block and hope that you are the one to solve that new block and get the reward for it to be counted as a confirm within the network, otherwise it's not going to confirm. This works if you are in charge of building/including all the transactions in a block however it would be a different story if you are in a mining pool wherein they prioritize transactions with the most fees paid into them.

You already can, you just have to pray hard that you will be the one who will solve the next block in order to get the confirmation.

However, if you are solo-mining simply include the transaction into your block when calculating it.

And you need to find software which let you manually choose transaction, since i don't remember any up-to-date mining software for solo mining (unless you open-source pool server)

If you meant support/decline a network update, your hashrate won't make any noticeable difference.

Viabtc.com used to offer a tx accelerator to people who mined with them, you could proably take a look into that and see if you can get your transaction accelerated that way...

You can't do that too easily you need to win a block before you can include the transaction on the block if you have a big farm with high hashrate maybe you can but if you only have few miners with solo-mining, no you can't.

Some pool operators can do that. I heard that in F2pool you can choose transaction to include on the block but only on their selected participants.

Look at this post from here https://bitcointalk.org/index.php?topic=1726194.msg17274182#msg17274182

You can't point your antminers to a specified transaction and get confirmed on solo mining because as BitMaxz elaborated, you'll need to have a very high hashrate with chances of getting your transaction included in a block by first getting a block amongst all the competitors (here: pool mining). Still, if you're part of a pool, I guess they might give you VIP services like let you include specified number of transactions each month for free in their won blocks and that's the best option as of now. I used to see such services in Antpool and ViaBTC.
