I don't think there are any websites that would provide virtual cc without KYC. A lot of companies were able to provide bitcoin virtual debit cards in the past but due to some regulations imposed by Visa on the debit card supplier more than 90% such services have stopped.
There's only a manual way to acquire them through forum members.

There is Localcoin. I haven't used the card, but I've seen people talking about it. According to their site, you need to fill the name, address, etc. but you don't need to submit any documents. You're only allowed to order one card type (either virtual or physical). It's only available in Canada though, so even though it may not be possible for them to verify the info, I wouldn't suggest applying unless you're a Canadian resident.

If you are asking for services that provide these cards without KYC because your country is unsupported, then you can check Paycent. Unlike other debit card providers, their card work worldwide.

Alternatively, and If none of the above works for you, you can check Coinsbee's virtual cards but they're not reloadable.

If your not in the US, I think you have a couple of options out there. Wirex seems to be your best bet, I believe from my knowledge they only ask for KYC after a certain amount has been reached, and ADVcash is another company that pops into my mind.

Could always try and go to your post office, they usually have virtual cards you can load up with cash. Possibly trade on Paxful and buy some virtual cards there, risky, but could work out well.

AFAIK, at present, there isn't. Everything that is fiat related, imposed regulations and needs personal verification. However, there are some reputed services out there that is worth to try, though never tried them yet. Here's the list, make sure you do some research first before trying them.

did you ever try both of the websites above? because it's my first time heard about that and if the both of the website is trusted i want to try to buy the VCC to verify something

Yeah, as far as I know, most of those services offered both, virtual debit/credit card.

I have used Coinsbee and I had a very pleasant experience. As for Paycent, here is the announcement thread If you would like to read reviews or ask questions about it. I haven't tried them yet.

The opinions are very mixed, but the general consensus is that if anything goes wrong when you use their services, there is generally a lack of support with their customer service.

Essentially, everything will work smoothly, or you can be waiting for weeks on end for a response from support. Not worth the risk, which is quite high especially with fiat payments.

Yes there are many vcc provider and they doesn’t ask for kyc.even they accept bitcoin,ETH. In 2018 i used prepaida.com but now the website is not available.i spent  300$ in prepaida.they just want fee 10$-12$ for Their service.if you searched then you will find this kind of service.

I wasn't aware of Coinsbee's existence, but I'm happy I do now, so thanks for pointing out. I'm a little hesitant because of how new they are, but will definitely give them a try with some low amount as tester when my current go-to giftcard merchant Bitrefill runs out stock or experiences a problem.

Another benefit of Coinsbee is that I can instantly pay for gift cards through Lightning as they use Coingate as payment gateway. Smiley
