If you already bought BTC on an exchange then it's better to buy eth in the same one, by doing that you may save the withdrawal fees. If your BTC is in a wallet then binance is the best exchange right now.

I think if you don't want to do KYC then you can sell it to coin collectors, and maybe the fee will be lower but you need to be careful because not all collectors really do their job. look for collectors token that has high confidence in the forum or outside the forum

I wouldn't trust any new exchange out there. They could do an exit scam. There is fifty fifty percent chance that the new exchange will not profit from trading fees but instead steal your deposits and disappear forever.

I agree. Go with a more reputable exchange if you can. Sure sometimes there might be a new altcoin only listed on few and more unknown exchanges. And I would tread with caution when using such an exchange. For example buy in smaller numbers, test it out first. And send it from the exchange as soon as possible. If any issues at least you only 'lost' a smaller bit then.
