In my opinion, it's simply a community or someone deciding to keep very important things unchanged. It's expected that things are well coded or done to make changing them almost impossible. The records are very useful for a community/person, and should remain unchanged. You could however as an individual hide the records properly within a decentralized community unless they are needed by something or someone that is truely privacy-friendly.
I prefer immutable Blockchain/decentralized public system. The owner of the data could hide the data by breaking it into pieces or through some other privacy-friendly means. We will need to see how difficult/easy it is to denonymize a person's hidden data with a decentralized system if the owner uses "breaking or splitting method". And it will be interesting to see how much members of a community of, let say, 100million people, can be deanonymized over a period of time.
