For me the interesting question is if per capita income is less than $5/day how much of that cost would go towards a person acquiring access to a computer to make money and access these faucets.
That said your right in countries with a very low GDP faucets and services may be worth their time if they can overcome the language barrier which is implied for a sig campaign.
I've always wondered how it is even possible to purchase a computer for a person surviving on $5 a day. Perhaps one doesn't have to own a computer to access the Internet, but as you said, it must cost something after all.
