apparently models with version  Mon Aug 6 14:36:35 CST 2018 will upgrade but models with firmware version Wed Jul 4 18:21:00 CST 2018 will not.

Does anyone have the Aug firmware update?

This is likey to be because there is not enough space left on the device to hold the uploaded image. If you could somehow ssh to the miner then just du -a / | sort -n -r | head -n 20 to see the big folders and remove some redundant ones to free up some space. Alternatively flash it with SD card.

SSH into the miner and delete files is much easier than of flashing with SD card, once you're done you will see the "CGminer  Version 5.4.0" instead of 4.9
