As far as I know, yes.
It is not forbidden to include any other forum URL or a Telegram group URL in a post.
(as long as it doesn't include a referral link / code, in which case it should be reported and removed)

However, there is a distinction between :
- occasionally mentioning a service / website / URL / Telegram group;
- and spamming it all around Bitcointalk.

Maybe you can show few examples? If they are posting such links in every post like it would be their signature, it's not allowed. There is even rule about:

24. Advertisements (including signatures within the post area) in posts aren't allowed unless the post is in a thread you started and is really substantial and useful.[9][e]

But if you will post it few times or use link as reference, I think it will be nothing wrong.

If the situation requires, then why not? For example, you may include any other forum's URL in your post as a source to prove authenticity of your claim.
You can include telegram groups in your ANN thread, here are some other examples:

Overall, spam isn't allowed on this forum. If you legitimately include other forums or telegram group links, then, without doubt, you're ok.
And in your signature, you can include both of them. People were promoting forum cryptotalk recently, so...

You have well be answered, and it is yes. You can even add any link to prove the contents of your post are valid. But, this forum do not accept fake and unsecured links. If found, it will possibly lead to permaban which means you will be permanently banned. There are many links on telegram that could be fake or even may contain malware, so be careful. You should make sure the links are https not http, and make sure is not fake link unless you are reporting it here to be fake or scam, and coding fake link will be appropriate so that it is not clickable.
